The Cloudwork and Gender in Jordan report examines how cloudwork platforms shape women’s participation in Jordan’s labour market. Jointly conducted by Fairwork and the Phenix Centre, with support from GIZ Jordan, the study provides one of the first comprehensive analyses of female cloudworkers in the country.

The report highlights cloudwork’s potential to expand women’s economic participation by offering flexible, remote income opportunities, especially for those excluded from formal employment. At the same time, it identifies significant structural, social, and legal barriers that limit this potential, including income insecurity, lack of social protection, weak dispute resolution mechanisms, and gendered inequalities embedded in platform systems.

Set against Jordan’s persistently low female labour force participation, the study shows that while cloudwork is increasingly promoted as a solution to women’s employment constraints, its largely informal and under-regulated nature risks reproducing existing labour market vulnerabilities. The report underscores the need for better data, stronger regulation, and policy interventions that address both supply- and demand-side challenges to ensure cloudwork can provide decent and equitable employment for women.
